Centralized solutions for vehicular traffic re-routing to increase congestion suffer from two intrinsic problems: scalability, as the central server has to perform intensive computation and communication with the vehicles in real-time; and privacy, as the drivers have to share their location as well as the origins and destinations of their trips with the server. A vehicular re-routing system for congestion avoidance. System offloads a large part of the rerouting computation at the vehicles, and thus, the re-routing process becomes practical in real-time. A centralized road side unit(RSU) is formed to avoid congestion, which supports both VANET communication and cellular internet. The system uses the fuzzy logic rules which are based on road volume criteria, to select certain path for the vehicle to diffuse the congestion. Also, there is a privacy enhancement protocol to be used to protect the users’ privacy.

I. INTRODUCTION
In today’s world, Congestion is a serious problem with very high populations in cities. Present internet based solutions are not enough for instant response for the present traffic conditions. Vehicles that are already in congested areas are notified against the use of certain roads, by some internet based applications. However, the VANET-assisted communication helps nearby vehicles to re-route themselves around sudden traffic congestion. It is not possible to achieve such impact via Internet-based solution’s, because they take large amount of time to give possible solution, whereas VANET-assisted communication takes milliseconds.
A centralized road side unit(RSU) is formed to avoid congestion, which supports both VANET communication and cellular internet. As it uses a server, reachable over the Internet, to determine an accurate global view of the traffic. The RSU, a centralized server acts as a coordinator that collects location reports, distributes rerouting notifications to the vehicles and detects traffic congestion in the main traffic environment. However, the centralized RSU system offloads a large part of the re-routing computation and thus the re-routing process becomes practical in real-time. The RSU does not require a global knowledge of the congestion levels on the map, but rather only the congestion levels of the roads that the vehicle might take. The vehicles situated in the same regions can exchange messages over VANETs. VANET allows vehicles to connect with RSU and they latter connected to the Internet, forming a fixed infrastructure that offers the capability of communicating with roaming vehicles each other. Also, there is a privacy enhancement protocol to be used to protect the user’s privacy.
